ORDER:
In the order 1st read above, the Government have issued orders duly extending the modified scheme of compassionate appointment of the spouse/dependents of the Government employee, who prematurely retire from service 5 years before their actual date of superannuation on medical grounds as envisaged in G.O.Ms.No.309, GA (Ser.A) Dept., dt.4-7-1985., to the employees working under Zilla Grandhalaya Samsthas as they are enjoying the benefit of the scheme of compassionate appointment & in the G.O.Ms.No.504, GAD (Ser.A) Dept.,dt.30-7-1980.
2. The Government in the reference 2nd read above have revived the scheme of compassionate appointments to the dependents of Government employees, who retire on medical invalidation.
3. The Director of Public Libraries has submitted proposal in her letters 3rd read above stating that the Government in G.O.Ms.No.661, GA (Ser.G) Dept., dt.23-10-08 have revived the scheme of compassionate appointments on medical invalidation of Government employees. But as seen from the address entry it is noticed that the said G.O. has not extended to any of the Local Bodies. She has stated that the employees of Zilla Grandhalaya Samsthas in the State come under Local Bodies. However, they are treated on par with Government employees as the Government is giving salary grant and pension grant. Further all the benefits including pensions and pensionary benefits that are being enjoyed by the Government employees are also being extended to the employees of Zilla Grandhalaya Samsthas from time to time. She has requested for consideration on the above issue.
4. Government after careful consideration of the proposal of the Director of Public Libraries, A.P., Hyderabad, have decided to permit the Director of Public Libraries to extend the scheme of compassionate appointments to the employees of Zilla Grandhakya Samsthas / City Grandhalaya Samstha working in the State who prematurely retire from service before their actual date of superannuation on medical grounds as envisaged in the reference 2nd read above.
5. The Director of Public Libraries, Hyderabad is directed that all such cases where appointments under medical invalidation grounds were made must be reported in detail by the District Head of the Department, along with copies of orders justifying the appointment orders under medical invalidation to the concerned Administrative Department in Secretariat.
This order issues with the concurrence of Law /Finance Departments vide their U.O.Nos. 1062 / LSP / 2010, dated.20-3-2010 & 2013 / 57 / Al / Pen.II / 2011, dt.30-4-2011.
