O R D E R:-
In the G.O first read above, orders have been issued reviving the scheme of compassionate appointments to the dependents of Govt. employees who retired on Medical Invalidation and these orders shall have prospective effect only.
2. In the letter second read above, the Registrar (Admn.), High Court of A.P has reported that the District judges are the appointing authorities of employees working in Judicial Department in various Districts and High Court is the Head of the State Judiciary and all the Subordinate Courts are under the administrative control of the High Court according to Article 227 of Constitution of India. It is, therefore, essential to keep the Judiciary independent from the executive regarding the appointment at District Level. Hence, he has requested the Govt. to delegate the power of nominating the Committees regarding the compassionate appointment on Medical Invalidation to the High Court of Andhra Pradesh.
3. The Government, after careful consideration, hereby empower the Registrar (Admn.), High Court of Andhra Pradesh to Constitute Committees to consider the report of the Medical Board and make recommendation regarding the employees of the Judicial Department for their retirement on Medical Invalidation and providing compassionate appointment to their dependents.
