PUBLIC SERVICES - Creation of supernumerary posts to implement stay orders of High Court against reversion of temporary employees to lower posts for want of vacancies - G.O. - Amended.

    Read the following: -

        1. G.O.Ms.No. 157, G.A (Ser-A), dated 13-3-1969

        2. G.O.Ms.No. 1224, G.A. (Ser-A), dated 20-12-1971.

 

ORDER:

In the G.O. second cited orders were issued dispensing with the practice of creating supernumerary posts in respect of those who were left without posts owing to their juniors securing stay orders of the High Court against their discharge or reversion to the lower posts. The Andhra Pradesh Civil Services Joint Staff Council in its meeting held on 31st March 1972, while discussing the need or otherwise of restoring the practice of creating the supernumerary posts ordered in the G.O. first cited, suggested the deletion of the clause "it is for the affected senior to approach the Court for appropriate orders in his favour" appearing in the penultimate sentence in para 2 of the G.O. second cited.

 

2. The above suggestion of the Andhra Pradesh Civil Services Joint Staff Council has been examined by Government. With a view to curtailing avoidable expenditure in creating the supernumerary posts, it is considered necessary not to cancel the orders issued in GO. Ms.NO. 1224, G.A. (Ser-A), dated 20th December 1971 dispensing with the practice of creating supernumerary posts. The Government, however, accept the suggestion of the Andhra Pradesh Civil Services Joint Staff Council referred to in para 1 above and direct that the last two sentences in para 2 of the G.O. second cited be substituted with the following: -

 

"It is considered that with a view to curtailing avoidable expenditure involved in the creation of the supernumerary posts, Government direct that the orders in the G.O. first cited be cancelled with immediate effect."
